Li Jian, a native of Mengcheng, Anhui Province, graduated from the Department of Mechanical Manufacturing, Hefei University of Technology in 1976.

Li was a Deputy to the Eleventh National People's Congress, former Secretary of the Party Committee of Wuhan University, professor and doctoral supervisor. During his academic career, more than 10 doctoral students have been trained, more than 100 papers have been published, 4 monographs have been published, and 5 provincial awards for scientific and technological achievements have been awarded. In 1992, he was approved by the State Council as an expert enjoying special government allowances. In 1996, he was awarded the title of China Machinery Industry Science and Technology Expert by the Ministry of Machinery Industry. In 2002, he was awarded the title of Excellent Civil Servant by the Ministry of Science and Technology.
