Wang Haitao, a native of Tangshan, Hebei Province. He graduated from Hefei University of Technology in 1998, majoring in mechanical design and manufacturing.

Wang Haitao have won many awards since he graduated from HFUT and joined the army. In 1999, he was awarded once. In 2001, he was awarded the title of "Outstanding Personnel for Military Struggle Preparation" of the Group Army. In 2002, he won the title of "Excellent Company Commander" and awarded third class merit. In 2003, he participated in the "Outstanding College Students' Entrepreneurial Style" tour report jointly organized by the Central Committee of the League and the Ministry of Education. In 2004, he won the title of "Excellent Local College Student Officers at the Grassroots Level" in the military region, and in the same year, he won the title of "Little Tigers are Grassroots Cadres" in the Group Army. In June 2005, he was awarded the honorary title of "Excellent Local College Student Cadres of the Whole Army".
